State Unemployment Electronic Submission | ACS Payroll Help

Create a quarterly state unemployment wage file. The file uses the fixed-record layout that the Social Security Administration uses for W-2s, which many states accept. If your state requires a different layout, this program will not produce a usable file without changes; check with ACS first.

Using this option

  1. Process all payrolls for the quarter, then check the quarter's totals with State UnEmp Report.
  2. On the first screen, check the company name, street address, city, state, ZIP code and federal ID number. Enter the quarter-ending date (MMDDYY). Answer whether names are entered first name first (F) or surname first (S), and enter the type of business code (normally R for regular).
  3. Enter the state code that identifies this state in your company's state setup, the state's FIPS postal numeric code, the country code and your NAICS code. Answer whether cafeteria plans and pension deductions should be subtracted when calculating wages. Your state's electronic filing instructions list the codes it expects.
  4. On the second screen, enter the personal ID number assigned by your state, the resubmission indicator and TLCN (only when resubmitting a rejected file), the contact name, phone, extension and e-mail, the terminating business indicator, and whether Medicare withholding is a separate field.
  5. Location to save output still defaults to A:\, which was the diskette drive. Replace it with a folder you can find again, such as a folder in your Documents folder.
  6. Upload the file through your state's online unemployment tax service. Many states provide a free program or web check that tests the file before you submit it.

Notes

The file is named UCReport. If it is not in the location you entered, contact ACS before submitting anything; the program also builds a working copy of the file in the ACS data folder.

Creating the file does not submit it to the state. Some questions may not apply in your state; follow your state's instructions for those fields.
